Good news! On November 20, 2024, the Provincial Spatial Implementation Plan (PRUP) 'Ruien Centraal' and the associated Environmental Impact Report (EIR) were officially approved by the Provincial Council. This marks an important step in the redevelopment of the former power plant in Ruien.
The Flemish Government still has 45 days to suspend or annul the plan. If this does not happen, the plan will be published in the Belgian Official Gazette. Fourteen days after this publication, the plan will come into effect, and permits based on the plan can be issued. |
The Plan
The PRUP consists of a graphic plan, an explanatory note, and urban planning regulations:
Due to its strategic location along the Scheldt River, the plan focuses on water-related businesses. Additionally, it aims to encourage efficient use of the business park. For example, building multi-story structures is required, and roofs must also be utilized.
The Ruien site holds strategic importance in terms of energy. The Province aims to preserve this significance through the development of an EHUBt, an energy hub within a business park. For instance, a battery park is operational to provide flexibility to our electricity grid.
Green zones integrate the business park into its surroundings and confirm the green character of parts of the area.
Why did we create this PRUP?
A PRUP is a plan through which the Province defines the spatial destination of a specific area. Once the plan is approved, it replaces the previous designation set by another zoning plan. The Province intends to repurpose the former power plant site, taking into account the strengths and considerations of the site and its surroundings.
The planning process has been underway for some time. In March 2013, the activities of the power plant were halted, and four years later, the chimneys were demolished. Space was created for the development of a business park of the future, one that is climate-neutral and fits seamlessly into its environment.
